Berlinale & EFM Participation Guidelines

The Accreditation / EFM Registration period for the Berlin International Film Festival 2014 and the European Film Market starts in early November, 2013.


Please note that all information currently given on these pages refers to the Berlinale 2013 and is given subject to alteration in order to offer a general insight into accreditation procedures.

1. Preliminary

The Berlin International Film Festival (Berlinale) is a business division of Kulturveranstaltungen des Bundes in Berlin GmbH (KBB GmbH). The Berlinale is funded by the Federal Commissioner for Culture and Media, in accordance with a resolution of the German Federal Parliament. The European Film Market (EFM) is one of the official sections of the Berlinale.

A precondition of accreditation for the festival and registration for the EFM is the accredited person’s agreement to the participation guidelines. Every breach of the conditions of participation as well as any disregard for security regulations can result in the withdrawal of accreditation and immediate exclusion from all events by the organiser. The organiser reserves the right to assert additional rights.

2. Conditions for Accreditation / EFM Registration

Accreditation / registration enquiries are only processed during the official registration period. Deadlines will be published on the websites of the Berlinale and the EFM.

A requirement for Festival Accreditation / EFM Registration is proof of professional activity in the media or film industry.

The submission of an application does not guarantee accreditation, just as the application is not valid as accreditation/registration for the Festival or the EFM. The organisers serve the right to accept or reject an application.

3. Badges

Festival Accreditation / EFM Registration is linked to individual persons and non-transferable. It allows access to areas and screenings at the Berlin International Film Festival and/or the European Film Market (only for registered participants with a Market Badge), in accordance with the guidelines provided by the Festival and EFM management.

Over the entire duration of the Festival and the European Film Market, an accreditation / EFM badge is required to access the festival areas. Persons without an accreditation / EFM badge can be refused entry by security personnel. Accreditation / EFM badge used by people other than the accreditation / registration holder will be confiscated.

Loss or theft of EFM and Festival accreditation badges must be reported to the Accreditation Counter. The issuance of a new Festival or EFM accreditation badge will result in additional costs. The organisers reserve the right to not issue a replacement accreditation / EFM badge. The EFM Multiple Day Pass, Daily Pass and Visitor Pass are non-replaceable.

4. Age Restrictions

Persons under the age of 18 are not eligible for accreditation and registration.

Exceptions are made for minors belonging to a festival film team or who only want to attend the programme of the sections Generation 14plus or Generation Kplus. Under-aged film team members or festival participants in the Generation section must be accompanied by an accredited adult at the festival.

5. Payment, Cancellation and Pick-Up

Festival accreditations / EFM badges can be paid for in advance online by one of the following credit cards: MasterCard / EuroCard, American Express or VISA. On request, a payment by bank transfer is also possible.

Refunds of accreditation fees that have already been paid are only possible after cancellation in writing within the specified period.

Festival accreditation badges are handed out at the Accreditation Counters upon presentation of valid personal identification and confirmation of accreditation.

Festival accreditation badges can only be picked up by persons other than the applicant upon presentation of written authorisation.

Any company or person with outstanding debts towards the Festival or the EFM will be refused accreditation/registration until the debts have been paid.

6. Tickets

Cinema tickets are only issued in person upon presentation of an accreditation badge and according to availability. Advanced reservations are not possible. Tickets may only be used by the accredited individual.

Cinema tickets for accredited guests are only available for the current day and the following day. A maximum of one ticket per screening and film can be provided. There is a time-out between films/events. There is no right to tickets to particular screenings or films nor to a particular number of tickets. Tickets for accredited festival guests are only valid in combination with an accreditation badge. Accreditation badges must be held ready at the cinema entrance for inspection.

Access to EFM Screenings is granted by showing one of the respective EFM Badges (Market Badge or Buyers Badge).

7. Data Protection

Kulturveranstaltungen des Bundes in Berlin GmbH (KBB) processes personal data in accordance with data protection regulations. Personal data are defined as those data containing personal information about a participant of the Berlinale.

This data, such as name, postal address, e-mail address, telephone number are automatically collected, processed and used as required for participation in the Berlin International Film Festival (Berlinale) and European Film Market (EFM).

The protection of your personal data that is collected, processed and used during your registration on the Berlinale website is of great importance to the Festival / EFM. In accordance with KBB GmbH’s fundamental principles, the Berlinale only uses the personal data provided by you in accordance with laws and only for provision of services and connected to your Berlinale accreditation and for purposes to which you have explicitly agreed.

With acceptance of this policy, you agree expressly that KBB GmbH may collect, process and use the hereafter mentioned personal data for the purposes described herein. Consequently, you will find detailed information about which data is collected for you accreditation or EFM registration and how this information will be used:

Collection and Processing of Data

KBB GmbH collects only data that participants provide during their application/registration via the websites of the Berlinale or EFM. These include first and last name, postal address, e-mail address, telephone number, date of birth, nationality and primary working sector as well as a portrait photo. The data required for completion of the online participation application are specially marked (with a star).

Additional personal data are only collected if these are provided voluntarily.

Purpose of Data Processing and Use

The Berlinale and EFM require your personal data for the following purposes:

  • Fulfillment of the participation agreement with you including issuance of the accreditation badge
  • Allocation of use rights for certain services (e.g. communication with partner hotels, press downloads, EFM film registration, Who’s Where reading rights)
  • Issuance of access rights to events with special security regulations
  • Creation and online publication of the Who’s Where for registered guests
  • Creation of EFM participant, buyer and exhibitor lists and EFM screening attendee reports
  • Collection of statistical data

Use, Publication and Transmission of Personal Data

Insofar as KBB GmbH has made available personal data, KBB GmbH only uses these to fulfill the participation agreement with you, for technical administration, to answer your enquiries, for publication as well as limited dissemination as described here.

Publication of data occurs in official publications (print and online versions) of the Berlinale and the EFM, such as in the exhibitor, buyer and participant directories of the EFM as well as in the official participant directory of the Berlinale (Who’s Where). Your date of birth is never published.

Transmission of data to third parties is restricted to the following areas: 1. The names and e-mail addresses of visitors to EFM events are passed on to the relevant exhibitor. 2. For high-security events, the personal data of participants including date of birth are passed on to the authorities responsible for security. 3. The names as well as company addresses and contact information of EFM participants who have purchased a temporary Cinando account with their kind of registration badge are are passed on to the operator of the website www.cinando.com for the purpose of publication. Beyond that, transmission of data to third parties does not occur unless you have agreed expressly to do so or if we are legally obliged to pass on data.

Right to Information

Upon submission of a written enquiry to you will receive information on your stored personal data.

Protection of Stored Data

KBB GmbH employs physical, electronic and procedural security measures regarding the collection and processing of your personal data. Credit card information is used solely to process orders – without intermediate storage.

For your own security, KBB GmbH recommends that you protect your password and computer from unauthorized access. If you share your computer with others, be sure to log out after every session.

Right of Withdrawal

You may of course at any time withdraw your acceptance of our conditions in writing or by email to . Your stored personal information will then immediately be deleted. You may also report incorrect information, block, delete or request information about your personal data stored by KBB GmbH at any time and without providing any reason. 8. Film and Sound Recordings

Film and sound recordings of any kind by festival guests at film screenings are not permitted. Any infringement can lead to civil and criminal legal action and will result in the visitor being asked to leave the venue.

Film, digital, video or sound recordings that contain any content of a film screening as well as the recording device containing them can be confiscated. The devices can be returned upon the condition that the owner agrees to delete the recordings beforehand.

In light of the necessity to protect from piracy, every participant ensures that he will not steal intellectual property, in accordance with copyright laws and with respect to the resultant rights.

If authorized persons record images and / or sound during a public screening, attendees comply with their possible inclusion in an image and/or sound recording and that these recordings may be broadcast or transmitted to third parties for the purpose of publication without any claim to remuneration.

9. General Terms and Conditions

Furthermore, the general terms and conditions of Kulturveranstaltungen des Bundes in Berlin GmbH are applicable. In case of contradiction between the above participation guidelines and the general terms and conditions, the former take precedence.
